On 9/11 could conspiracy be partially true?

when 2 people have their own version of events we find the truth is often in the middle, with each side correct about some facts but missing or exaggerating others. my theory is that we (the u.s.) did not blow up the buildings or pentagon but did ok a small terrorist attack for political gain. no one expected the devestation that turned out. this seems far more plausible to me than scenerios that we bombed our own buildings OR knew nothing about it either.
