Does he like me? If so, then why isn't he making the first move?

I am so utterly confused with this boy. Ok, so we're both 15 and we attend the same church. So ever since 12, I had this feeling that he liked me; he would always try to talk to me. But, being as shy as I am, I seldom talked to him. Recently at a town bbq, we didn't talk at all but waved at each other. Online, when i first became fb friends with him, he used to start the conversations, but now, we barely even talk. At this party that I went to, he didn't even say hi or anything and I was too hesitant to talk to him because he was with all of his friends. However, when I arrived at the dance and then walked into the room, he looked at me and then quickly looked away, as if in a "whoa" reaction. I feel as if he is doing the same thing that I did to him when i was 12; being shy and not talking. What should I do? Please help! I would gladly appreciate it!!!
