When do I start receiving unemployment benefits in Maryland?

I recently got laid off from my work. For the first time, I was in need for filing unemployment benefits in the State of Maryland. After few days of filing, I received a determination of monetary eligibility notice, everything seems okay on that form. I also received a debit card, and notice of available continued claims the same day for the first week ending 10/10/2009 to be specific, i filed the claim. A week later I think I received another similar notice for the weeks ending 10/17 and 10/24. Since then I haven't received a notice or any payments in my debit card account. I have called them several times but no one picks up the phone. Anyone knows if or when do I start receiving the benefits? Am I eligible? Did my employer mess up though I do have a letter stating reason for my layoff was that my position was eliminated? I also want to be sure I am not doing anything wrong. Please advise.
